Starting March 2026, Italy’s legal obligation to keep printed POS payment slips for ten years has officially been lifted. Many business owners assume they can simply throw all paper slips away. Hold on — do not misinterpret the new regulation. “No mandatory storage” does not mean no record‑keeping at all. Fiscal receipts and invoices still require ten‑year retention; mistakes will trigger fines as before.
01 Two Key Changes — Memorise the Timelines
- From 1 January 2026: POS terminals must be linked to electronic fiscal cash registers. Every card‑payment transaction is transmitted in real‑time to the tax authority. Businesses already using POS devices before January have until 20 April to complete this binding.
- From March 2026: Printed paper payment slips issued by POS terminals no longer need to be physically stored for ten years (Article 8 of the PNRR Decree). Despite automatic data transmission, two document types remain compulsory and must be archived for a full decade.
02 What to Keep and What You May Discard
✅ No longer required to store: The customer‑facing POS payment slip. Bank account statements serve as the substitute proof of payment.
⚠️ Mandatory ten‑year archiving:
- Fiscal receipt (Scontrino Fiscale): The transaction slip generated by your fiscal cash register — this is the primary document auditors check.
- Official invoice (Fattura): For supplier purchases or B2B sales to corporate clients. Requires electronic archiving together with a valid digital signature.
03 Tax Authority Crackdown on Reconciliation Mismatches
Effective 5 March 2026, the Italian Revenue Agency has launched formal ledger‑reconciliation checks. Discrepancies between cash‑register turnover and POS‑transaction totals will trigger audits. Every fiscal receipt must clearly state the payment method: cash or card payment.
In case of inconsistencies, businesses first receive a compliance warning notice. Timely rectification after receiving the notice can avoid penalties. Ignoring the notice or deliberate misreporting may result in fines up to € 4 000 per violation, and even temporary business closure.
04 Three Critical Rules for Business Owners
- Complete POS‑cash‑register binding by 20 April. Log in to the tax‑authority portal Fatture e Corrispettivi and link your devices via SPID or CIE digital identity. Consult your accountant immediately if you are unsure about the procedure.
- Maintain ten‑year archives for fiscal receipts and invoices. Retain your bank statements as well; bank records replace physical POS slips for payment verification.
- Always specify the payment method on fiscal receipts. Mark clearly whether the sale was settled by cash or card. Missing this detail creates reconciliation gaps that expose you to penalties.
Running a business in Europe comes with regulatory burdens. This new measure simplifies administration, yet supervision has not been relaxed. Proper compliant archiving keeps you protected from fines.
